Providing Access to Higher Education for Refugees: Comparative Analysis and Policy Recommendations for South Korea

Securing higher education rights for refugees is critical not only refugees’ selfempowerment but also the peaceful development of communities. Qualifications recognition a major barrier when attempt to apply work or education, due missing documents unavailability issuing institutions in their home countries. This issue led 2019 Global Convention as first global treaty on education. However, South Korea, rising power with normative policy focus, has little addressed qualifications refugees. Therefore, this research examines extent which internalised international norms regarding provision non-North Korean Then, by benchmarking policies Western middle powers, Canada, Norway, and Australia, analyses strengths limitations existing The paper refers access North Korea.
